 Research Experience: Responsible for a series of research projects funded by the UK Economic and Social Research Council concerned with former-Soviet science policy, technology and the engineering industry. Participant in research projects undertaken by the Center for Strategic and International Studies, Washington, D.C. and in projects and consultancy for the UK government, OECD, European Commission, NATO, ILO, SIPRI and other international organisations. Participated as expert in the OECD review of Russian science-technology policy, 1993.

Publications: include books: The Soviet Defence Industry: Conversion and Reform, Pinter/RIIA, 1991; co-editor/author of The Technological Level of Soviet Industry, Yale UP, 1977; co-editor/author of Industrial Innovation in the Soviet Union, Yale UP, 1982; co-editor/author of Technical Progress and Soviet Economic Development, Blackwell, 1986. Many articles on the Russian economy, industry, science and technology, defence industry, and economic history. Regular contributions to the SIPRI Yearbook on Russian military economic matters.
