| Ambassador Rosemary A. DiCarlo, Ret., became President of the National Committee on American Foreign Policy in August 2015. She was concurrently appointed a Senior Fellow and Lecturer at Yale University's Jackson Institute for Global Affairs. A career foreign service officer, she served a distinguished career as a U.S. diplomat, holding positions at the U.S. Department of State, National Security Council and the U.S. Information Agency. Her specialized expertise includes Russia and the former Soviet space, Southeastern Europe, the Middle East as well as the management of broad multilateral initiatives. | |
| Ambassador DiCarlo is a former U.S. Deputy Permanent Representative to the United Nations, with the rank and status of Ambassador Extraordinary and Plenipotentiary. In that capacity she represented the United States at the U.N. Security Council, U.N. General Assembly and other U.N. bodies. Prior to this assignment, she served as U.S. Alternate Representative for Special Political Affairs to the United Nations, with the rank of Ambassador. Earlier in her career, she held the position of Director for United Nations Affairs at the National Security Council. | |
| As Deputy Assistant Secretary of State for European and Eurasian Affairs at the Department of State, she oversaw U.S. policy toward Southeast Europe during the critical period of negotiations on Kosovos status. She also held the position of U.S. Coordinator for Stability Pact Implementation, which sought to promote reconciliation in the Western Balkans as well as the regions integration into Euro-Atlantic structures. | |
| Her overseas assignments included tours at the U.S. Embassies in Moscow and Oslo. She also served as Director for Democratic Initiatives for the New Independent States at the Department of State, overseeing an initiative to promote democratization in the former Soviet republics. Earlier in her career, she served as Coordinator for Russian and Eurasian Affairs at the U.S. Information Agency. | |
| Ambassador DiCarlo is a recipient of the U.S. Presidential Meritorious Service Award and the Department of State's Sustained Superior Achievement, Superior Honor and Meritorious Awards. She was awarded the Presidential Medal of Merits from the President of the Republic of Kosovo and the Presidential Medal "Gjergji Kastriot Skenderbeu" from the President of the Republic of Albania. She received an honorary doctorate from the University Haxhi Zeka in Peja, Kosovo. | |
| A member of the Council on Foreign Relations, Ambassador DiCarlo also holds membership in the Women s Foreign Policy Group and Women in International Security and serves on the advisory board of Global Cities. | |
| Before joining the Foreign Service, she was a member of the Secretariat of the United Nations Educational, Scientific and Cultural Organization (UNESCO). She holds a B.A., M.A. and Ph.D. from Brown University and speaks Russian and French. |
