| Sabine Fischer is the Head of the Eastern Europe and Eurasia Research Division at the German Institute for International and Security Affairs in Berlin. Previously she worked at the EU Institute for Security Studies in Paris. Her research focuses on Russian foreign policy and unresolved conflicts in Eastern Europe. Her publications include: “A Permanent State of Sanctions?”, SWP Comment, April 2017 and “Not frozen!
