04: Die Effizienz von FTI-Investitionen
Aufgrund immer knapper werdender nationaler Budgets wird die Diskussion der Evaluierung von Forschungsinputs zur Messung von Effizienz von Output intensiver. Der Ressourceneinsatz im Bereich F&E soll stärker an messbare Wirkungen und Leistungen gekoppelt werden. Staatliche Förderungen müssen sich gegenüber alternativen Ausgaben immer öfter durch den Nachweis ökonomischer Renditen rechtfertigen. Auch Forschung muss sich diesem Nachweis stellen. In Zeiten immer häufiger geforderter Rankings stellt sich damit die Frage, wie sich Forschung sinnvoll messen lässt bzw. wie Input und Output zweckmäßig miteinander verglichen werden können.

An Austrian national, Wolfgang Burtscher acted before joining DG Research and Innovation as a Director in DG Agriculture of the European Commission since 2000. Before his Commission career Mr Burtscher was representative of the Länder at the Austrian Permanent Representation to the EU. From 1992 to 1996 he was Director of European Affairs in the Vorarlberg administration. Previously, from 1990 to 1992, he was a legal advisor at the European Free Trade Association (EFTA) in Geneva, at the time of negotiations on the European Economic Area (EEA). He focused particularly on the free circulation of goods and capital and on competition issues. Between 1983-1990 he was a lecturer in International and European Law at the University of Innsbruck. Wolfgang Burtscher holds a doctorate in law and also has a qualification from the Institut Européen des Hautes Etudes Internationales in Nice. |

Trained as an economist at the University of Vienna Gernot Hutschenreiter joined the Austrian Institute of Economic Research (WIFO) in 1989. From 1998 to 2002 he served as Deputy Director of WIFO. At the international level he has worked as a consultant for a number of organisations such as UNIDO, the OECD and the European Commission. He was a guest research scholar with the International Institute for Applied Systems Analysis (IIASA) and visiting scholar at the Graduate School of Decision Science at the Tokyo Institute of Technology. In 2003 he joined the Directorate for Science, Technology and Industry at the Organisation for Economic Co-operation and Development (OECD) in Paris as a Senior Economist. He has managed and contributed to a series of innovation policy reviews of OECD and Non-OECD countries, including the first OECD Review of China s innovation policy. |
