08: Europäische Strategien für internationale Forschungskooperationen

Der internationale Wettbewerb in Wissenschaft und Forschung stellt private und öffentliche Akteure vor enorme Herausforderungen, die immer wieder neuer Strategien und Vorgangsweisen bedürfen. Internationale Kooperation und die Bündelung von Einzelaktivitäten sind die wichtigsten Instrumente, um die Herausforderungen der Globalisierung zu bewältigen, denen einzelne Länder allein nicht gewachsen sind. Andererseits sind internationale Kooperationen in Wissenschaft und Forschung oft das Ergebnis außenpolitischer Zusammenarbeit und nationaler Prioritätensetzungen.
Diese Dynamik der Veränderungen, wie z.B. die jüngsten Entwicklungen auf dem Universitätssektor, erfordert die ständige Anpassung strategischer Instrumente und Finanzierungssysteme, um die Bedingungen für innovative Forschung zu optimieren. Darüber soll in diesem Arbeitskreis diskutiert werden.

 Trained as an economist at the University of Vienna Gernot Hutschenreiter joined the Austrian Institute of Economic Research (WIFO) in 1989. From 1998 to 2002 he served as Deputy Director of WIFO. At the international level he has worked as a consultant for a number of organisations such as UNIDO, the OECD and the European Commission. He was a guest research scholar with the International Institute for Applied Systems Analysis (IIASA) and visiting scholar at the Graduate School of Decision Science at the Tokyo Institute of Technology. In 2003 he joined the Directorate for Science, Technology and Industry at the Organisation for Economic Co-operation and Development (OECD) in Paris as a Senior Economist. He has managed and contributed to a series of innovation policy reviews of OECD and Non-OECD countries, including the first OECD Review of China s innovation policy.

Weitgruber holds a Master degree in English/American and Interdisciplinary Studies, a Certificate in Mass Media and a Translator´s Diploma in English from Karl-Franzens-Universität Graz and an M.A. in Communications from the University of Illinois in Chicago where she started her professional career as a Fulbright Scholarship Holder and Teaching Assistant. She is - among others - member of the Task Force for Research, Technology and Innovation of the Austrian Federal Government, the Austrian Fulbright Commission, the Austrian Marshall Plan Foundation, the European "Research Policy Group" and chair of the Scholarship Foundation of the Republic of Austria.
