12: Koordination europäischer Pensionspolitik – Liegt das Gute denn so nah?
Europäisches Forum Alpbach in Zusammenarbeit mit EcoAustria – Institut für Wirtschaftsforschung, European Centre for Social Welfare Policy and Research und IHS – Institut für Höhere Studien
Staatliche Pensionen in der EU weisen viele Unterschiede, aber auch eine Reihe von Gemeinsamkeiten auf: Fiskalstress, die Überalterung der Bevölkerung und fehlende Mobilität zwischen Berufen, Sektoren und Ländern. Diese Herausforderungen für Budget und Arbeitsmarkt erfordern einen wirksamen Koordinationsmechanismus mit gemeinsamen Rahmenbedingungen, aber länderspezifischen Ausprägungen. Individualkonten auf Umlagebasis (IKU) versprechen eine Stabilisierung der Budgets und volle Arbeitsmobilität bei länderspezifischen Beitrags- und Ersatzraten sowie eine transparente Umverteilung.
