Europa ist bei der Umsetzung der digitalen Gesellschaft, und vor allem eines digitalen Wirtschaftsraumes auf Basis eines gemeinsamen Datenschutzes, zögerlich. Als IT-Standort ist Europa in den meisten Bereichen gegenüber den USA und Asien weit ins Hintertreffen geraten.
