Die Energieversorgung erlebt einen Strukturwandel. Alte Geschäftsmodelle verlieren ihre Erfolgsgarantie; neue Herausforderungen wie der Klimaschutz oder der Markteintritt einer Vielzahl neuer Akteure machen die Fortschreibung bisheriger Entwicklungen obsolet. Die Auseinandersetzung um Marktzugang und Gestaltungsmacht ist von der Diskussion um langjährige Privilegien, neue Rahmenbedingungen und Subventionen geprägt. Wie sehen Struktur und Akteurslandschaft des zukünftigen Energiesystems aus? Welche Regeln und Instrumente braucht es für den Wandel? Welche Einflussfaktoren sind ausschlaggebend?
