Rosemary Anne DICARLO

President, NCAFP - National Committee on American Foreign Policy, New York

 Ambassador Rosemary A. DiCarlo, Ret., became President of the National Committee on American Foreign Policy in August 2015. She was concurrently appointed a Senior Fellow and Lecturer at Yale University's Jackson Institute for Global Affairs. A career foreign service officer, she served a distinguished career as a U.S. diplomat, holding positions at the U.S. Department of State, National Security Council and the U.S. Information Agency. Her specialized expertise includes Russia and the former Soviet space, Southeastern Europe, the Middle East as well as the management of broad multilateral initiatives.
 Ambassador DiCarlo is a former U.S. Deputy Permanent Representative to the United Nations, with the rank and status of Ambassador Extraordinary and Plenipotentiary. In that capacity she represented the United States at the U.N. Security Council, U.N. General Assembly and other U.N. bodies. Prior to this assignment, she served as U.S. Alternate Representative for Special Political Affairs to the United Nations, with the rank of Ambassador. Earlier in her career, she held the position of Director for United Nations Affairs at the National Security Council.
 As Deputy Assistant Secretary of State for European and Eurasian Affairs at the Department of State, she oversaw U.S. policy toward Southeast Europe during the critical period of negotiations on Kosovos status. She also held the position of U.S. Coordinator for Stability Pact Implementation, which sought to promote reconciliation in the Western Balkans as well as the regions integration into Euro-Atlantic structures.
 Her overseas assignments included tours at the U.S. Embassies in Moscow and Oslo. She also served as Director for Democratic Initiatives for the New Independent States at the Department of State, overseeing an initiative to promote democratization in the former Soviet republics. Earlier in her career, she served as Coordinator for Russian and Eurasian Affairs at the U.S. Information Agency.
 Ambassador DiCarlo is a recipient of the U.S. Presidential Meritorious Service Award and the Department of State's Sustained Superior Achievement, Superior Honor and Meritorious Awards. She was awarded the Presidential Medal of Merits from the President of the Republic of Kosovo and the Presidential Medal "Gjergji Kastriot Skenderbeu" from the President of the Republic of Albania. She received an honorary doctorate from the University Haxhi Zeka in Peja, Kosovo.
 A member of the Council on Foreign Relations, Ambassador DiCarlo also holds membership in the Women s Foreign Policy Group and Women in International Security and serves on the advisory board of Global Cities.
 Before joining the Foreign Service, she was a member of the Secretariat of the United Nations Educational, Scientific and Cultural Organization (UNESCO). She holds a B.A., M.A. and Ph.D. from Brown University and speaks Russian and French.

Fabrizio HOCHSCHILD

Assistant Secretary-General for Strategic Coordination, United Nations, New York

 Fabrizio Hochschild of Chile served most recently as Deputy Special Representative for the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). He previously served as Deputy to the United Nations Secretary-General's Special Adviser for the Summit on Addressing Large Movements of Refugees and Migrants. From 2013 to 2016, he was the UN Resident Coordinator, Humanitarian Coordinator and Resident Representative of the UN Development Programme (UNDP) in Colombia. From 2010 to 2012, he served as the Director of the Field Personnel Division in the United Nations Department of Field Support, New York; and from 2005 to 2009, as Chief of Field Operations and Technical Cooperation in the Office of the High Commissioner for Human Rights (OHCHR), Geneva.
 Mr. Hochschild began his United Nations career in 1988 with the Office of the United Nations High Commissioner for Refugees (UNHCR) in Sudan. He served in subsequent postings with UNHCR, the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA), the Office for the Coordination of Humanitarian Affairs (OCHA) and in peacekeeping. He was posted in Jerusalem (1990-1991), in Bosnia and Herzegovina (1991-1992), in Geneva (1993-1996), in New York (1998-1999), in Timor-Leste (2000), in Serbia (2001-2003) and in the United Republic of Tanzania (2003-2005), and undertook shorter missions in Afghanistan, Albania, Burundi, the Democratic Republic of the Congo, Haiti and South Sudan.
 A graduate of the University of Oxford, United Kingdom, he has published studies and articles on leadership, on the protection of civilians, on transitional justice and reconciliation among other topics.
 Born in the United Kingdom in 1963, Mr. Hochschild is married and has three children.

 Jan Techau is the director of Carnegie Europe, the European think tank of the Carnegie Endowment for International Peace. Techau works on EU integration and foreign policy, transatlantic affairs, and German foreign and security policy.
 Before joining Carnegie in March 2011, Techau served in the NATO Defense College's Research Division from February 2010 until February 2011. He was director of the Alfred von Oppenheim Center for European Policy Studies at the German Council on Foreign Relations in Berlin between 2006 and 2010, and from 2001 to 2006 he served at the German Ministry of Defense's Press and Information Department.
 Techau is an associate scholar at the Center for European Policy Analysis and an associate fellow at both the German Council on Foreign Relations and the American Institute for Contemporary German Studies. He is a regular contributor to German and international news media and writes a weekly column for Judy Dempsey's Strategic Europe blog.

Jan ZIELONKA

Ralf Dahrendorf Fellow and Professor of European Politics, St Antony's College, University of Oxford

 Jan Zielonka is Professor of European Politics at the University of Oxford and Ralf Dahrendorf Professorial Fellow at St Antony’s College. His previous appointments included posts at the University of Warsaw, Leiden and the European University Institute in Florence. His work oscillates between the field of international relations, comparative politics and political theory. Zielonka has produced seventeen books including "Is the EU doomed?" (2014), and "Europe as Empire". "The Nature of the Enlarged European Union", (2006). His last book - "Counter-revolution. Liberal Europe in Retreat" has been published by Oxford University Press in 2018. Zielonka frequently contributes articles for various European newspapers and online journals.
