11: Europäische Sicherheit – auf dem Weg zur Resilienz?
Was bedeutet Resilienz, und inwieweit könnte es hilfreich sein, diverse Perspektiven zu bündeln, um modernen Sicherheitsrisiken zu begegnen? Die „Globale Strategie für die Außen- und Sicherheitspolitik der EU“ von 2016 (EU-GS) definiert strategische Autonomie als eine zentrale Zielsetzung, und 2017 wurden zahlreiche Maßnahmen und Entscheidungen getroffen, um Europäische Verteidigungsforschung, Verteidigungsfähigkeiten und Zusammenarbeit auf dem Gebiet der Verteidigung voranzutreiben. Die „Ständige Strukturierte Zusammenarbeit“ (PESCO) gilt als Königsweg hin zu priorisierter und gestärkter Zusammenarbeit und Effektivität. Die NATO ist in Hinblick auf „altmodische“ Territorialverteidigung immer noch der zentrale Sicherheitsakteur – aber ist die NATO noch derselbe Player, der sie im Kalten Krieg war? Besonders, wenn man den Schwenk in der US-Sicherheitspolitik bedenkt?
