10: Die EU und ihre Nachbarn – EU-Außenpolitik zwischen Ehrgeiz und Pragmatismus
In diesem Seminar werden die Beziehungen der EU zu ihren östlichen und südlichen Nachbarn seit April 2003 analysiert. Die Europäische Nachbarschaftspolitik (ENP) wird als wichtigster außenpolitischer Ansatz der EU gesehen. Das Seminar steht aus diesem Grund in Verbindung mit dem in der „EU Globalen Strategie für die Außen- und Sicherheitspolitik“ (EUGS) definiertem Ziel, die gesellschaftliche und staatliche Widerstandsfähigkeit in der EU-Nachbarschaft zu stärken. Im Zuge des Seminars werden die Schwerpunkte der ENP und der EUGS in Bezug auf „Flexibilität“, „differenzierten Bilateralismus“, „lokale Eigenverantwortung“ und „Vollständigkeit“ diskutiert. Es wird hinterfragt, inwiefern diese Schwerpunkte die Umsetzung der ENP und ihr Ziel beeinflussen, einen Raum des Friedens, des Wohlstands und der Stabilität über die Grenzen der EU hinaus zu schaffen. Das Seminar bietet den TeilnehmerInnen einen kritischen Überblick über die Ursprünge, Ziele und Herausforderungen der drei Fassungen der ENP (April 2003; 2011; 2015). Es liefert einige konkrete empirische Beispiele aus der östlichen und südlichen Nachbarschaft der EU, die mit den aktuellen Debatten über die vermeintliche normative Macht der EU, über ihre Rolle als Konfliktlöserin und über die Assoziierungspolitik verknüpft werden.

Maja KOCIJANCIC

Maja Kocijancic is a Spokesperson for the EU's Foreign Affairs, Security Policy and European Neighbourhood Policy as well as Enlargement Negotiations since November 2014, working with High Representative/Vice-President Federica Mogherini as well as Commissioner Johannes Hahn. Previously, she was a Spokesperson of the former High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Catherine Ashton (2010-2014). Before joining the EU institutions, she was working for the Slovenian Foreign Ministry and was posted at the Permanent Representation of Slovenia to the EU in Brussels (2006-2010) as a Spokesperson. She was the Spokesperson for the Slovenian Presidency of the Council of the EU in the first half of 2008. She first came to Brussels in 2001 as a correspondent for the Slovenian Press Agency, covering both the EU and NATO. Early in her career she worked as a journalist in Slovenia and assistant lecturer at the University of Ljubljana. She holds BA in journalism and MA in International Relations. |
