11: The European Project towards an European federal state?
The seminar, which is open to participants from different academic and professional backgrounds, examines the constitutionalisation process of the European Union. Starting with the historic „constitutional “ milestones of European Integration older proposals for an EU constitu-tion will be presented leading to the rapid sequence of Treaty reforms (Maastricht, Amsterdam, Nice) in the nineties and early years of the 21st century. The objec-tive of this analysis is not only to introduce into the results of the different Treaty reforms with regard to the consti-tutionalisation process of the Union but also to discuss the so-called democratic deficit and the path de-pendency of integration.
On the basis of this analysis the seminar will then focus on the current Convention, its genesis, format, and pro-cedures of which shall be scrutinized in detail. In addi-tion, it will be asked if the Convention method should be developed into the sole method of treaty reform thereby substituting art. 48 TEU. Finally, the political dis-cussion on specific contested issues will be assessed, linked to the preparations of the IGC 2004 and dis-cussed in the light of the question of the Union s finalité.
