Das Internet ist, wie die Telefonie im 20. Jhd., zu einer zentralen Infrastruktur geworden. Netzwerkeffekte, verbunden mit globalen Märkten, führen zur Etablierung immer allumfassenderer Internetgiganten. Das hat Auswirkungen auf Inklusion, Demokratie, KonsumentInnen, Diversität und Beschäftigte. In Verbindung mit den gesammelten Daten ihrer NutzerInnen entstehen so globale Konzerne mit staatsähnlichem Auftritt, Einfluss und Wirkung. Diese Machtkonzentration und -verschiebung hat enormen Einfluss auf Politik und Gesellschaft. Wie kann eine europäische Strategie im Umgang mit dieser Entwicklung aussehen?

 Mr Johannes Gungl is CEO for Telecommunications and Postal Services of the Austrian Regulatory Authority for Broadcasting and Telecommunications (RTR). He is been elected Chairman of BEREC (Body of European Regulators for Electronic Communications) for the year 2018. Mr Johannes Gungl looks back on more than 15 years of experience in the Austrian Telecommunication Industry working in the field of legal and regulatory affairs for several fixed-line and mobile operators. Prior to his appointment as CEO of RTR in February 2014, he served as General Counsel and Head of Legal & Regulatory Affairs for Orange Austria. Between 2006 and 2008 Johannes was General Counsel and Compliance Officer for Competition Law to Coca-Cola Hellenic Bottling Corporation in Vienna. Before that, he worked for the Austrian mobile operator tele.ring as Head of Legal & Regulatory Affairs until the merger with T-Mobile Austria in 2006. Johannes Gungl holds a law degree from the University Graz and a post-graduate degree for European Law from the University of Innsbruck.

Deputy Director General, BEUC - The European Consumers' Organisation, Brussels

 Ms. Pachl has worked at BEUC, the European Consumer Organisation, since October 1997, first as Legal Advisor, then as Senior Policy Advisor and presently as Deputy Director General. Ms. Pachl leads BEUC’s work on the Digital Single Market, on consumer rights, redress and enforcement. She is also responsible for horizontal and strategic policy issues and represents BEUC in the European Commission’s REFIT platform, in the stakeholder group of EU’s Agency for Network and Information Security (ENISA) and in the European Commission’s High Level Group for Artificial Intelligence. She also co-ordinates BEUC’s law enforcement activities. BEUC represents 43 independent national consumer associations from 32 European countries. The primary task of BEUC is to act as a strong consumer voice in Brussels and to try to ensure that consumer interests are given their proper weight in the development of all Community policies.
