02: No Security without Research: On the Patients Right to Medical Advances

In the community of solidarity in which we live in the West, certainty and security are the mainstays of a modern health policy. But what if economic constraints were such that the certainty that each patient is entitled to the best medical care available was no longer a given? Do patients have a right to medical progress? Or has such progress now become a luxury? Moreover, what can  and must  politics do to ensure that research into and the development of modern pharmaceuticals do not come to a standstill? The working party of the Forum of Research-Based Pharmaceutical Industry (FOPI) attempts to find answers to these major issues.

Rodney ELGIE

Vice President, European Men's Health Forum, London

 Qualified as a lawyer in 1969 specialising in commercial law and remained in private practice until 1991, rising to the position of senior partner of the practice in 1984. Suffered from clinical depression and joined Depression Alliance in the UK in 1992 and the Defeat Depression Campaign of the Royal College of Psychiatrists. Became the first Executive Director of Depression Alliance in April, 1994, and oversaw the growth of the registered charity from two staff and twelve volunteers with an annual income of £30,000 to one in 1999 of twenty staff, over two hundred volunteers and an annual income in excess of £750,000. Left Depression Alliance in 1999 to head the Global Alliance of Mental Illness Advocacy Networks-Europe (GAMIAN-Europe) with specific responsibilities for raising the profile of mental health at a pan-European level through the European Parliament and the Commission and the implementation of training programmes for new mental illness advocacy groups operating in Southern and Eastern Europe. Currently, the Immediate Past President and a Board Member of GAMIAN-Europe and on its Executive Committee.
