06: From Vienna to Lisbon? – Challenges for Innovation Policy on EU and National Levels in the Light of the New EU Action Plan for Innovation and the Austrian Efforts for an Innovation Strategy
Innovation is considered one of the central elements within the EU s Lisbon Process aiming to make Europe the most dynamic economic region. The challenges for the member states and EU are very special. Europe needs more innovative enterprises, improvements in human resources, an effective dissemination and implementation of knowledge into successful innovations, more venture capital and generally an environment which promotes innovations and strengthens the governance for innovation. Therefore the European Council as well as the EU Competitive Council have invited the Commission and the member states to develop a framework of common targets and measures to be taken within the area of innovation. By presenting a layout for an Action Plan for Innovation the Commission has suggested some innovation-political topics and targets. Some of the member states have already produced their own innovation concepts on a national level or have begun initiatives to this end. In Austria such an innovation-political process is also about to get started, with the perspective of leading to a corresponding innovation strategy. This working group will discuss the corner-stones of an innovation-political strategy in the light of international experiences and concepts as well as its meaning for the Lisbon Process.
