07: Fuel cells and hydrogen – the future of transport?
Will hydrogen and the fuel cell be hot spots of international research and technology policy? Is it a key technology regarding its potential for industry and for creating jobs, but also for environmental, energy and transport policies? Advantages inherent in the system of the fuel cell for drastic cuts in consumption, exhaust fumes and noise, have induced all the big automobile enterprises to invest heavily in the development of this technology. But also stationary energy technology, the users of mobile applications, and the shipping and aviation industries are seeking to introduce into their markets this technology that has been successful in space travel for decades. The working group will analyze the changing framework conditions like: dwindling fossil energy resources in politically instable regions; and the endangered supply of transport and energy service due to an exploding demand in fast-developing nations. It will also analyze their implications, e.g. the danger that a large number of jobs may disappear in industry if we do not or only too late adapt to new technologies, the imminent drastic climate change caused by greenhouse gases as well as the exceeding of accepted limits of harmful substances and noise. Hydrogen extracted from renewable energy sources and/or the fuel cell both have the potential to make a decisive contribution to solve these problems. Since technology policy will have to play an active role in these activities, the European Union as well as the US have founded technology platforms and committed R&D programs. The Federal Ministry of Transport, Innovation and Technology started a hydrogen and fuel cell initiative for Austria at the end of 2004.

Dr. Williams received his Ph.D. in Engineering in 1985 from the University of California at Berkeley. After graduation, he worked as a Research Engineer at the University of California at Berkeley where he supervised research of doctoral students in surface chemistry and separation science. Subsequently, he worked as a Research Engineer at AMOCO Production Company and at CONOCO, Inc., where he conducted theoretical modeling and experimental research into surfactant and colloidal chemistry. At present, he is the Distributed Generation Technology Manager at the U.S. Department of Energy (DOE) - National Energy Technology Laboratory (NETL), where he is responsible for budget, planning and outreach for the stationary power fuel cell program of the DOE's Office of Fossil Energy; this includes the world s largest high temperature fuel cell programs. Dr. Williams has been an invited lecturer in the fuel cell area at the Brookings Institution, and serves on the Editorial Board of the International Processing Journal. He assists in presenting fuel cell short courses, such as the Fuel Cell Technology Institute, and participates in many fuel cell forums in the U.S. and abroad. He has directed the development and publication of the internationally-acclaimed DOE Fuel Cell Handbook since 1994. |
