European Forum Alpbach in cooperation with EcoAustria, European Centre for Social Welfare Policy and Research and IHS – Institute for Advanced Studies
Public pension systems across the EU show many differences but also have some important things in common: fiscal stress, demographic ageing and a lack of mobility across the borders between professions, sectors and countries. These challenges confronting our budgets and labour markets call for an effective coordination mechanism that supports a common framework but still allows for individual solutions for each countries. Non-financial defined contribution (NDC) schemes are claimed to offer fiscal stabilisation and comprehensive labour mobility in combination with country-specific contribution and replacement rates as well as transparent redistribution schemes.
