13: Horizon 2020: The Ambitious Goals of the EU Innovation Policy

Faced with tough global competition the EU intends to develop an ambitious research and innovation policy over the next programme period (more than EUR 80 billion for 2014-2020). But what will it improve compared to the previous Framework Programme and which priorities will it set? How can the EU Regional Policy be linked to a future innovation policy and how much decentralisation and/or centralisation is appropriate? Which actions must be taken to ensure that small and medium-sized companies will also benefit from the grant funding? Which financial instruments should be developed for the different stages of innovation? Which lessons can we learn from others such as Israel, the US or Korea?
