Limits to the All-Inclusive State? will be the main topic of the Alpbacher reform-talks 2004. FOPI (Forum of the R&D based Pharmaceutical Industry) invites to the working group Healthcare (4), and goes one step further. Instead of a question mark, FOPI makes an absolutely provocative case by entitling the working group: All-Inclusive: The Great Healthcare Myth. Why? Because the notion of an all inclusive State can no longer be maintained. In many cases the insured do not receive the best medical treatment any longer. Usually they receive the least costly. If no real healthcare reform is being implemented, tomorrow s patients have to decide: Money or Life?
