13: Climate and Energy – Key Questions for the Future

Governments are focusing on growth and employment, but we must not lose sight of the longer-term climate and energy questions. How can we protect jobs and maintain competitiveness over the period of transition to a low-carbon economy? What instruments do we have at our disposal and what do we know about what works and what does not? The energy and investment forecasts show that public spending will not be able to reach the goal, so how can we best empower the private sector? What has to happen to attract long-term money from institutional investors and what financial innovations are on the horizon?
