The Grand Bargain of Humanitarian Assistance: How to Mobilise More Aid and Make It More Effective?

Humanitarian needs have recently reached an all-time high. Despite increasing financial support, the gap continues to widen between the overall humanitarian needs and the available resources. How can we increase humanitarian funding and improve its predictability? How can humanitarian actors make better use of the existing funding?

Kristalina GEORGIEVA

Chief Executive Officer, The World Bank, Washington

 Kristalina Georgieva has been CEO of the World Bank since January 2017. From February 1, 2019 to April 8, 2019, Georgieva was the Interim President for the World Bank Group. As Interim President, Georgieva was responsible for the World Bank Group’s efforts to end extreme poverty by 2030 and to boost shared prosperity around the world.
  As CEO of the World Bank, which comprises of the International Bank for Reconstruction and Development and the International Development Association, Georgieva has built support across the international community to mobilize resources for poor and middle-income countries and to create better opportunities for the world’s most vulnerable people.
 Previously Georgieva, a Bulgarian national, helped shape the agenda of the European Union starting in 2010, first as Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, where she managed one of the world's largest humanitarian aid budgets and established herself as a global champion for resilience. As the European Commission Vice President for Budget and Human Resources, Georgieva oversaw the European Union's €161 billion (US $175bn) budget and 33,000 staff across its institutions around the world, and tripled funding available to the refugee crisis in Europe.
  Before joining the European Commission, Georgieva had a successful tenure at the World Bank, starting in 1993 as an Environmental Economist. In 2004, Georgieva was made Director for the Russian Federation, based in Moscow. From 2007 to 2008, she was Director for Sustainable Development in charge of policy and lending operations in infrastructure, urban development, agriculture, environment and social development, including support to fragile and conflict-affected countries. From 2008-2010, she was Vice President and Corporate Secretary.
 Kristalina Georgieva was born in Sofia, Bulgaria, in 1953. She holds a Ph.D in Economic Science and a M.A. in Political Economy and Sociology from the University of National and World Economy, Sofia, where she was an Associate Professor between 1977 and 1991.

Hadeel IBRAHIM

Founding Executive Director, Mo Ibrahim Foundation, London

 Hadeel Ibrahim (United Kingdom) is Executive Director of Mo Ibrahim Foundation. Established in 2006, the Foundation, which is a non-grant-making organization, focuses on defining, assessing and enhancing governance and leadership in Africa. She is also co-Chair of the Board of Directors of the Africa Center in New York, whose mission is to promote partnership, collaboration, dialogue and understanding between African artists, business leaders and civil society and their counterparts in the United States and beyond.

Stephen O'BRIEN

Under-Secretary-General for Humanitarian Affairs, Office for the Coordination of Humanitarian Affairs, and Emergency Relief Coordinator, United Nations, New York

 Stephen O'Brien brings to the position of Under-Secretary-General extensive experience in multilateral diplomacy and advocacy, together with international leadership and management, in the coordination of collective action within the humanitarian community, notably in the fight against malaria and neglected tropical diseases, and his significant contribution to his country achieving the United Nations-endorsed target of 0.7 per cent of gross national income on official development assistance.
 He was a Member of Parliament for Eddisbury, a Privy Counsellor, as well as the Prime Minister’s Envoy and United Kingdom’s Special Representative for the Sahel since 2012, working intensively with international partners seeking to secure peace in Mali and neighbouring countries through the integrated strategy of security, governance, humanitarian action, resilience and development.
 In addition to his leading management experience of large, complex organizations (he was a Senior Executive at global industrial manufacturer, the former FTSE100 Redland PLC), he is expected to bring innovative and strategic ideas as a strong humanitarian advocate with more than 20 years of experience in international development and health care, notably as Parliamentary Under-Secretary of State for International Development (2010-2012), Shadow Minister for Health and Social Care (2005-2010), and in numerous voluntary roles, Founder and Chairman of the All Party Parliamentary Group on Malaria and Neglected Tropical Diseases (since 2004), Chairman of the non-governmental organization Malaria Consortium (2006-2010), Director-Trustee of the Liverpool School of Tropical Medicine and of the Innovative Vector Control Consortium.
 Mr. O’Brien won the 2014 Champions Action Award for his leadership in mobilizing the campaigns against malaria and neglected tropical diseases, having undertaken multiple pro bono civil society engagements, notably as Global Advocate for the United Nations-World Health Organization Roll Back Malaria Partnership and as Patron of Malaria No More UK.
 Born in the United Republic of Tanzania, he holds a master of arts degree with honours in law from Emmanuel College, Cambridge University. In the 1980s, he qualified and practised as a solicitor with a leading global firm, Freshfields Deringer Bruckhaus. He is married with three children.
