Special Lecture: Smart and Inclusive Growth – the Search for a New Theory of Wealth Creation
The EU Horizon 2020 programme is focused on growth that is both “smart” and “inclusive”. What does this mean? Do we need “redistribution”, “pre-distribution” or a new theory of wealth creation altogether? Why is the public sector being asked to socialize risks on knowledge creation, while not benefitting more from the returns? What might be done to change this?
