Official channels are going digital. The land register and the company register are being converted into blockchain technology. Any information can be found on the Net – technology makes it possible! But does this mean an equality of opportunity for all? In the digital paradise, are legal security and correcting information deficits simply an unnecessary luxury? And to what extent is the state responsible for protecting its citizens? English translation will be provided.

 Peter Parycek verantwortet als Universitätsprofessor für E-Governance das Department für E-Governance in Wirtschaft und Verwaltung an der Donau-Universität Krems. Zusätzlich leitet er in Deutschland das Kompetenzzentrum Öffentliche IT (ÖFIT) am Fraunhofer Fokus Institut Berlin, das vom Bundesministerium des Innern gefördert wird. Das Kompetenzzentrum ÖFIT versteht sich als Denkfabrik für die erfolgreiche Digitalisierung des öffentlichen Raums in Deutschland.
 Im August 2018 wurde er von Kanzlerin Angela Merkel in den Digitalrat der Deutschen Bundesregierung berufen, dessen Aufgabe die Beratung der Bundesregierung bei den Themen und Herausforderungen der digitalen Transformation ist.
 Gemeinsam mit Univ.-Prof. Dr. Gerald Steiner ist er wissenschaftlicher Co-Lead des mit dem Bundeskanzleramt gegründeten GovLabAustria, welches an der Schnittstelle von Theorie und Praxis einen interdisziplinären Experimentierraum für Verwaltung, Zivilgesellschaft und Wirtschaft bietet.
 Als Rechtsinformatiker arbeitet Peter Parycek inter- und transdisziplinär am Schnittpunkt rechtspolitischer, gesellschaftlicher und technologischer Entwicklungen. Seine Forschungsschwerpunkte sind die Wirkungen von Technologie auf Staat, Gesellschaft und Wirtschaft und die notwendigen Veränderungen von Strategien, Politiken und Rechts- und Organisationssysteme.
 Peter Parycek ist Vize Präsident der IFIP Working Group 8.5, welche eine der führenden Konferenzen in der E-Government Domäne ausrichtet, weiters ist er Steering Board Member ICEGOV und in zahlreichen weiteren internationalen Konferenzen als Trackchair, Programme Komitee - Mitglied oder Reviewer tätig.
