Sovereignty in the EU: Who decides?

-
Elisabeth-Herz-Kremenak-Saal
Plenary /
in englischer Sprache

What does it mean to talk about a ‘sovereign Europe’? Should the European Union have the right to extend its resources and act according to the principle of statehood, namely ‘to tax and spend’? What about policy areas such as commerce and security? And, finally, who would be on board – a core Europe under Franco-German leadership or the entire EU27?
