09: Pragmatic alliances and global disorder

Since 9/11, the world has shifted from multi-polarism towards global disorder. Stable authoritarian regimes in the Middle East have been overthrown and long-standing power balances have been unsettled either by interventions from powerful outside actors or emerging non-state actors, some of them extremely capable in military terms.
How can we understand and tackle the political and strategic challenges in this new disorderly world? How can we structure cooperation on multilateral and bilateral levels in order to deal with global conflicts in the future?
