10: The EU and its Neighbours – EU Foreign Policy Between Ambition and Pragmatism

in englischer SpracheThis seminar will analyse EU relations with its eastern and southern neighbours since 2003/4. Taking into account that the European Neighbourhood Policy (ENP) is considered to be the EU’s most important foreign policy approach, the seminar will be embedded in the EU Global Strategy’s (EUGS) objective to building societal and state resilience in the EU neighbourhood. The seminar discusses the ENP’s and the EUGS’ focus on ‘flexibility’, ‘differentiated bilateralism’, ‘local ownership’, ‘comprehensiveness’ and scrutinizes the extent to which this focus underpins and affects the implementation of the ENP and its goal of creating an area of peace, prosperity and stability beyond EU borders. The seminar will offer participants a critical overview of the origins, objectives and challenges of the three editions of the ENP (2003/4; 2011; 2015) and provide some concrete empirical cases from the EU’s eastern and southern neighbourhood that will be linked with current debates on the EU’s alleged normative power, its role as a conflict resolution actor and the politics of association.

Maja KOCIJANCIC

| Maja Kocijancic is a Spokesperson for the EU's Foreign Affairs, Security Policy and European Neighbourhood Policy as well as Enlargement Negotiations since November 2014, working with High Representative/Vice-President Federica Mogherini as well as Commissioner Johannes Hahn. Previously, she was a Spokesperson of the former High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Catherine Ashton (2010-2014). Before joining the EU institutions, she was working for the Slovenian Foreign Ministry and was posted at the Permanent Representation of Slovenia to the EU in Brussels (2006-2010) as a Spokesperson. She was the Spokesperson for the Slovenian Presidency of the Council of the EU in the first half of 2008. She first came to Brussels in 2001 as a correspondent for the Slovenian Press Agency, covering both the EU and NATO. Early in her career she worked as a journalist in Slovenia and assistant lecturer at the University of Ljubljana. She holds BA in journalism and MA in International Relations. |
