02: Inequality: A Decisive Factor for the EU’s Security Policy

Former security and military alliances were established in order to achieve security for all of the participating countries. Inequalities among the different members were acceptable as long as there was a strong mutual interest. This has now changed and raises questions of different threat perceptions or different “levels of ambition” in engagements abroad. We ask whether the EU can be considered a security actor like the USA, Russia or China. The contemporary security environment provides the backdrop for a critical analysis of EU’s current and future role as a security actor.
