Like the telephone in the 20th century, the internet has become a central infrastructure. Network effects, together with global markets, result in the formation of ever bigger internet giants with implications for inclusion and democracy and for consumers and the workforce. This leads to the rise of global enterprises which, exploiting the data collected by their users, exert state-like power and influence. This power shift and concentration has an enormous influence on politics and society. What should a European strategy to deal with this development look like?
