03: How Much Liberty Does a Society Need?
Supported by Forschung Austria
How much liberty do societies need? What degree of security is necessary to protect individuals on the one hand and ensure public order on the other? Are liberty and security at opposite ends of the spectrum or are they mutually dependent in various areas of society? We will discuss these questions with experts from a variety of fields, touching aspects of criminal and social security law, network neutrality, access to resources and ethics in research.

Dr. Christiane DRUML
UNESCO Chair, Bioethics, Medical University of Vienna
Christiane Druml was born in Vienna and studied law at the University of Vienna. She is currently holding the UNESCO Chair on Bioethics at the Medical University of Vienna and also serves as Director of Ethics, Collections and History of Medicine of the Medical University of Vienna. Since 2016 she is Deputy Director & Key Researcher at the Ludwig Boltzmann Institute for Rare and Undiagnosed Diseases (LBI-RUD). 2007 she has been appointed President of the Austrian National Bioethics Commission by the Austrian Federal Chancellor. Furthermore, she is a member of the Medical Council of the Republic of Austria and serves in many international functions. From 2011 to 2015, she was Vice-Rector for Clinical Affairs at the Vienna Medical University. Before that she has been managing director of the Ethics Committee at the Vienna Medical University (1992-2011). Christiane Druml was Member of the International Bioethics Committee IBC of UNESCO from 2008 to 2015 and serves since 2006 as Austrian Member of the General Assembly of the "European and Developing Countries Clinical Trial Partnership- EDCTP". She has been awarded the Austrian Cross of Honour for Science and Arts, and was named Chevalier de la Légion d’Honneur in 2011. |
Dr. M.Sc. Iris EISENBERGER
Professor and Head, Institute of Law, University of Natural Resources and Life Sciences, Vienna
Iris Eisenberger is a Professor of Law and Head of the Institute of Law at the University of Natural Resources and Life Sciences, Vienna (BOKU), since January 2016. Her research focus includes law and innovation, technology law, research and university law, human rights and legal theory. Theoreti-cal, methodological and didactical questions are key elements of her research and her teaching. She has wide experience in interdisciplinary research as well as in running and participating in nationally and internationally funded research projects. After obtaining her PhD in Law from the University of Graz, Austria, and a Master of Science in Political Theory from the London School of Economics and Political Science, UK, she received her Habilitation for Constitutional Law, Administrative Law and the related fields of European Union Law for her book on "Innovation in the Law" from the University of Vienna in 2014. She was a faculty member at the Department of Constitutional and Administrative Law, University of Vienna, and has work experience both in the Austrian and the European Parliament, as well as in the Department for Constitutional Law at the Federal Chancellery of Austria. She has held visiting positions at numerous renowned universities including the European University Institute in Florence, the University of Freiburg, the Program on Science, Technology and Society at Harvard University, the Mekelle University in Ethiopia, the Macau University and the Technical University Munich. |

Rector, Danube University Krems
He studied law in Vienna, and worked at the Department of history of law and at the Legal Department of University Directorate at the University of Vienna from 1985 until 1990. He has been working at the Austrian Ministry for Science and Research (BMWF) since 1990, and held diverse leadership functions in the Department for higher education since 1993. In 2001 Faulhammer was named head of the Unit for Universities of Applied Sciences. From 2003 until 2005 he held the position of Deputy Director General in the ambit of legal matters, and has since then been actively involved in the implementation of the University Act 2002. He held the position of Director General of Department for Higher Education at the BMWF from 2005 until July 2013. Since August 2013 Faulhammer holds the position of Rector of the Danube University Krems. 2017 and 2018 he was President of the DRC (Danube Rectors´Conference) and is currently Vice President of the DRC. |
